Does anyone know how the marching band or drum corps from each state is selected ? The thing is,it mentions a congressman,senator,governor etc. acting as a "sponsor" for a group.That appears to carry more "weight" then a group applying themselves. I would have thought that each state made the selection of who would represent them in the parade.
