The Knight Commission report came out the other day, and they want to redistribute the wealth among sports and not necessarily among schools. They recognized that too much money is being spent on coaches' salaries and not enough on educating and protecting the athletes. They want at least 50% of "shared athletics revenue distributions" -- mostly TV money -- to be spent on athletes' education and well-being. They said that most D1 schools already meet this threshold but those that get the most "shared revenue" don't. They want a better gender parity (e.g., spend as much on women's b-ball as men's) and suggested a "luxury tax" on excessive coaches' salaries. They didn't specify what constitutes "excessive."
