They recognized that too much money is being spent on coaches' salaries and not enough on educating and protecting the athletes. They want at least 50% of "shared athletics revenue distributions" -- mostly TV money -- to be spent on athletes' education and well-being. They said that most D1 schools already meet this threshold but those that get the most "shared revenue" don't. They want a better gender parity (e.g., spend as much on women's b-ball as men's) and suggested a "luxury tax" on excessive coaches' salaries.
